Biographical / Historical
Samuel Judd was born in Denver on March 15, 1892. Mr. Judd graduated from Manuel High School in 1911 and in 1915 earned his degree in Civil Engineering at the University of Colorado. Three years later, he began work for the US Bureau of Reclamation (previously known as the US Reclamation Service) as a draftsman, working his way up to the chief of the structural and architectural branch of the design division which he held for his last 27 years at the Bureau. He supervised the design of many structures including: Hoover Powerplant building, Grand Coulee Pumping Plant and Powerplant buildings, powerplant and pumping plant buildings on the Colorado-Big Thompson Project, Flaming Gorge Powerplant and Glen Canyon Powerplant buildings on the Upper Colorado River Project. He also did design work for utilities and Federal buildings in Boulder City, Nevada; Dutch John, Utah; and Page, Arizona. In 1960, Judd received the US Department of the Interior Distinguished Service Award in recognition of an eminent career in the field of engineering. Two years after retirement in 1961, Judd was asked by the Mayor to reorganize the office of the city and county of Denver as director of building inspections. He was displeased with the job, and left after approximately five months upon finding a replacement. Mr. Judd was a member in the American Society of Civil Engineers; the Construction Specifications Institute; the National Society of Professional Engineers; the US committee on Large Dams; advisory committee on “Slab-on-Ground Construction,” Building Research Advisory Board, National Academy of Sciences; American Concrete Institute Committee, “Structures of Concrete Masonry Units;” Member of the Board, University of Colorado, Engineering Development Foundation; Temple Emanuel Brotherhood; and life member of the Colorado Society of Engineers coauthor of engineering monograph. He was a licensed architect in the state of Colorado, a registered professional engineer in the state of Colorado, authored “Reinforced Concrete Design Data;” and he published many other technical papers for publication in various technical magazines.
Mr. Judd had two sons, William and Edmond (E.) James - both achieving Civil Engineering degrees (William from University of Colorado and James from Denver University) and one daughter, Grace. In 1947, William began work for the US Bureau of Reclamation doing consulting work involving over 50 dams; 14 underground installations (power plants, military facilities, etc.); innumerable miles of tunnels and canals, a dozen or so high-rise buildings; and many residences, unstable slopes, rehabilitation of unsafe dams, railroad bridges, ground-water depletion, and radioactive waste repositories. He has extensive publications on geology and rock mechanics as well as teaching and research. After doing post-graduate work at the University of Colorado, James founded the Judd Construction Company in 1949 and began work on several Denver projects.
In 1960, the Judd Construction Company appeared in the Denver Directory, located at 1333 18th Street, in Denver, CO, moving its location to 190 E. 9th Ave. Suite 500, in 1983. Around the year 2000, the company re-named itself to Judd Properties Corporation, and moved to 2222 S. Albion.
