Scope and Contents

The materials in the Plowman collection span many years of Plowman’s personal and professional life. I. BOARD OF WATER COMMISSIONERS consists of meeting minutes, board reports and proposals, employee files, general correspondence concerning purchasing, operations, and project development. There are also correspondence files with other state and national government agencies, such as Denver Public Works, Denver and Colorado Water Board, among many others, also concerning project development, operations, and other related business. II. DENVER MUNICIPAL WORKS contains reports, maps, estimate summaries, and correspondence between the BoWC and Denver Municipal Works. III. RATES, SUPPLY, AND WATER SOURCE files show correspondence, tabulations, resources, and reports from around the state to the BoWC. Evaluations of particular areas of Colorado are detailed. IV. WATER FACILITY REPORTS, PROPOSALS, ETC. reports on the various water facilities around Colorado and the present state and future of their maintenance, construction, and operations. Also includes an Inspector’s Manual Outline. V. PERSONAL JOURNALS are dated materials from Plowman’s personal collection. Contains newspaper clippings, notes, some photos, etc. VI. MISCELLANEOUS contains specific reports and notes on various areas of Colorado water supply and resources, as well as other miscellaneous personal files of Plowman. VII. OVERSIZED MATERIALS contains oversized, personal scrapbooks of newspaper clippings.

Biographical Note

E. Grosvenor Plowman served as Executive Assistant to the Denver Board of Water Commissioners (BoWC) during the period from August 15, 1933, to April 1, 1936. Mr. Plowman had formerly served as Director of the Bureau of Business and Social Research, and later as Dean of the Extension Division of the University of Denver. He was appointed as Executive Assistant to the Board of Water Commissioners for the purpose of installing modern methods of accounting, billing, collections, purchasing and personnel organization. As a result of money saved from this reorganization, the Denver water board was given government grants for use in water division projects on the western slopes.

Abstract

Plowman served as Executive Assistant to the Denver Board of Water Commissioners during the period from August 15, 1933, to April 1, 1936. This collection contains many various materials pertaining to water rates and sources, Board meeting minutes and reports, maps, charts, facility projects and maintenance, etc. as well as items from Plowman’s personal life such as notebooks and scrapbooks.
